이와 같은 맥락에서 지난 6월 교과부는 ‘스마트교육 추진전략’을 발표하고 전 세계 어느 나라 보다 먼저 공교육 분야에서 정보기반의 교육environment을 추진하고 있다. 최근 국내외 다양한 언론매체를 통해 대한민국이 스마트폰의 보급으로 정보화사회를 넘어 스마트사회로 빠르게 진입한다는 소식을 손쉽게 접할 수 있다. 이런 갈등 속에서도 그동안 교육계는 학교알리미, 나이스학부모서비스, 교육통계서비스, 인재정책서비스 등의 정보서비스를 통해 ‘국민의 알권리 제공’이라는 제한적인 교육정보 활용의 성과를 이룩하였다. 나이스는 현재까지도 수많은 정치·사회적 갈등에도 불구하고 교육현장의 정보화를 통하여 보이지 않는 잠재적 가치를 가진 ‘정보기반의 학습environment’을 구축하였다.

또한 지금 이 순간 나이스 이외의 여러 교육기관 및 政府부처에서도 다양한 교육정보들이 쏟아져 나오고 있고, 이를 통해 대한민국의 교육은 세계 어느 나라에서도 유례가 없는 정보기반의 선진화된 국가교육모델이 되어가고 있다.
그러나 이렇게 쏟아져 나오는 교육정보의 가치에 대한 중요성을 모두가 인식함에도 불구하고 그 활용 measure(방안) 에 상대하여는 양극단의 갈등이 끊임 없이 펼쳐지고 있는 것 또한 사실이다. 따라서 우리는 세계의 어떤 나라도 가지지 못한 거대한 교육정보를 보유할 수 있게 되었고 이로 인해 세계에서 제일 먼저 ‘교육정보 활용’에 관한 거대 담론을 이끌어 낼 수 있게 되었다.
